Ingredient quality helps, but that's far from being the most important factor regarding quality. A high "Cooking" skill, "Natural cook" trait, "Born to cook" perk, boni from the skill journal, having successfully cooked that precise meal at least 5 times, having a chopper, and high end Fridge and Stove all have at least the same impact as the ingredients used.
