Yes. It comes in handy on a hill. Or if you just want to make a house look contrary.

But it is usually a bit of a battle to get it to work.

@Karritz Ah I see, I knew they could go higher than a single level, but didn't think it could get that high. It would be nice if to place the stairs, you had the option to press an area for the intended bottom of the stairs, and the intended top, since it can be hard to get stairs to work exactly as you'd like. Especially if you're trying to put multiple short stairs up a hill. That involves a lot of terrain fiddling.

@simsgal2227 I tend to fight with them for a while and then either get success or decide I didn't really want stairs there anyway.

I find placing a convenient wall, foundation or terrain covered in flattened tiles helps. Once the stairs are in place then I work out how I'm going to make it look.

I do have other houses with much higher steps - but these are the 'interesting' ones.

It looks like I had some trouble with the front steps - but they were the shortest I had in the house at this stage.

Then I moved the house to be on top of a hill on a hilly lot in Legacy Island III.

There are more stairs I didn't get a picture of. They go down into the outdoor basement from near the bottom of the back stairs coming out of the house.

I couldn't put stairs from the upper levels to the ground as the lot was too small. Or the house was too big.

I had another house in Twin Towns with stairs like you have but I don't think I got a picture of it.

Stairs are a fun challenge.

If you're talking about my house with all the stairs all over the place and the underground area beside the house.
I picked a spot that I wanted to be the top of that area, and used temporary stairs to find the correct height for a room. I then used terrain leveling tool to level the area and built walls around it and put a flat roof on with floor tiles.

Then I used the basement tool to make a basement down four more levels - but you can't see that in the picture.

I did the first tutorial on building a farm. It teaches a lot of beginning building techniques and one of them is how to do a basement using stairs to find the correct height. It is called a walk in basement.

Most of my builds are just plain ordinary houses but once in a while it's fun to put something really goofy together so yeah, I've played with stairs like that and in other ways.

Just giving you all an idea... You can make a weird house on rough terrain without the use of stairs... Just thought I'd show you all my 'modern mountain home'. The first floor is the foundation, made the same height as the rest of the terrain in most places. The second floor is normal, then to get to the third floor I added a frieze. You could make it more dramatic if the first floor (the foundation) was farther off the ground than I made it.

I tend to give myself problems and then try to work out a way to solve them.

Most of my builds tend to be games in themselves and my Sims rarely need to leave the lot. But I'm trying to break myself of that habit as even after all these years I still haven't explored much of any of the EA worlds and don't know most of the townies in them.

My current game (that I haven't loaded so far this year) is all about mixing with the locals and living in ALL the EA worlds plus a few player made worlds. I'm using NRAAS Traveller mod to help me with that one.
