Downloaded households coming with random clothing

Hello, I have a small issue with my game. I own all EPs, SPs, and I'm guessing 80% of the store, so I really don't understand why this issue keeps happening in my game. Whenever I download a family from the exchange, even if they are cc-free and look like they use clothes/hair that I own in my game, they come with randomized hair/clothing when I put them in my game. I'm not sure if "randomized" is even the right word, as the women always come with the same generic hair (always in brown) and the men always wear the same suit. This bothers me because the main reason I download families is because they are uniquely made and customized, and this issue defeats the whole point. Does anyone have an idea why this keeps happening?
