Hello! The sims you're seeing man the registers and such are all service sims, but they don't really live in town (i.e. on a lot). You might have to place your own sims from the bin, or otherwise use a story progression mod (like the nraas one) that has immigration pressure to get sims to actually move in. As for the bookstore, it looks like the world was made using cc rabbithole rugs, so you should have a bookstore but don't currently because the cc for it was never installed. You might have to install the rugs and start a new save(?) to see them, although there's a trick where you can put the actual rabbithole buildings in the basement of community lots to get the same functionality without the mod.

Thanks for replying Sarathewise ! I had to abandon Woeford after the last Nvidia update. No matter which driver I force to install, I either break Nvidia, or Woeford has giant tears in it. I have been playing in the smaller world Miner's Cover. I am still learning how rabbit holes and registers and all the rest of this works. In Miner's Cove, I added a bookstore rabbit hole which successfully counted as a bookstore. In Woeford, there was a manned register that sold books but did not count as a bookstore. I really enjoy playing in apocalyptic worlds, but the learning curve is steep in learning to manage them.
I just learned about the Lunar Lakes portals yesterday. They seem to be the smallest options to bury in the basements of community lots. I would love to experiment with them, but the price of Lunar Lakes, just to have the portals, is a bit too steep to justify.
