Magnusilver You've already done most of the testing I'd have suggested. One other thing worth trying though is creating an island out in the water. You can place a lot in the ocean in Edit Town, raise the terrain until it's above the water level, then repeat the tests.
I don't think I've read about this issue in Sunset Valley, but I also don't see many mentions of playing with houseboats there in general.
Thanks, I tested that too. I created a small island lot out in the ocean and set up a port there. Same result, the boat stops at the blue docking zone and won’t complete docking.
