I am trying to make my lovely Matthew stay in Isla Paradiso for a few days so he can scuba dive and collect the sea creatures, but I've ran into an issue.

When I click on the houseboat I want him to stay at and hit the check button to play, nothing happens. I click the boat, click rent, click the check and then nothing. No spinning loading, nothing, and so I have to quit via task manager.

I've had similar issues when traveling to non-WA worlds. For travel to be successful you need at least 1 unoccupied (regular) residential lot or a base camp. I think an owned vacation home will work as well, but it's been awhile since I've had sims travel to a non-WA world. I always make sure to place base camps in such worlds so that if anything goes wrong I have at least one guaranteed place for my sims to stay. You can put the base camp in a new instance of the world then copy over the .nhd file to your current save (when the game isn't running).

You might try traveling to Isla Paradiso without any sims. Have Matthew call to travel but deselect him on the travel screen (by double clicking) and you'll travel without him. You'll be able to get into Edit Town in Isla Paradiso and be able to check and see if anyone has moved into that houseboat, or add a base camp, or move sims around to ensure there's an empty residential lot to use.
