PaigePhil Worlds that can only be bought with SimPoints never go on sale anymore because the sales rotation on the Store site has been fixed for almost a decade. You can find more information about it here if you're interested:

No world that can only be bought with SimPoints has ever been offered through the EA App, or Origin either as far as I know. Hidden Springs is a special case in that it can be bought with points but is also part of the worlds bundle you're seeing.
It's possible to get LP, and other worlds bought with points (Midnight Hollow, Aurora Skies, Sunlit Tides, Lunar Lakes, Hidden Springs) through the Make Me an Offer tool, where you can buy a sort-of-random group of up to five items or sets for a random discount. Some offers are not worth it, but if you're patient, you may get one that gives you a significant price break. I bought all the above worlds except for HS through Make Me an Offer, including the Gold version of MH, over the course of something less than a year, because I was diligent about using the tool and didn't settle for bad offers.
