You'll have to experiment with this and see what happens when Seasons releases. When I placed the pumpkin patch on the Fall festivals, I was using our harvestable objects in buydebug to place them fully grown. I don't know what impact despawning and respawning a naturally grown harvestable on your home lot would have.

Your neighbors around the world will automatically take theirs down in the spring, but you're welcome to put them up on your own home or owned real estate properties any time of the year. If you want your neighbors to use holiday lights during other times of the year, you can use the testingcheatsenabled cheat to have full control over every lot in the world.
