I am having a similar issue where my computer will not download mods because it doesn't recognize the pkg.file? I am playing sims 3 on a mac air and I can custom cc with only using the sims launcher.
First of all, if you haven't already done so, you have to set up the Framework to accept and have your game read and load package based content. Your computer doesn't need to know what a ,package file is for as they should never be double-clicked on (unless you are trying to edit them and create your own mods, but that's a different matter). It just needs to know that the files are .package files, which it can see from the extension in the file names.
Here is the illustrated guide to getting that setup and the download you need, which includes the required Resource.cfg file and a couple of simple test mods -- NoIntro and NoSparkles. The illustrations are for Windows, but the structure, location, and functioning are exactly the same on Macs. Once it is set up properly and tested, mods simply get placed into the Mods/Packages folder.

But you mentioned a MacBook Air in passing. That sets off a huge alarm. MacBook Airs do not meet the requirements for playing TS3 as their processors are far too weak and they have an unsupported integrated graphics chip rather than a dedicated graphics card. There are some players who can get the base game (only) to run on an Air, with all of the graphics settings in game options set to the bare minimum, but even then they risk overheating and damaging the device. Most of the EPs would be out of the question. Are you really able to run the game well on yours?
