Unable to enter buy/build mode, I don't see the option anywhere. Tutorial says to.press X button but that only gives detail on the selected sim.
I found a solution for the same question, but the solution doesn't work.
Is this because the EA Exchange mo longer exists?
This game is useless without this capability. 😒
This got me curious so I booted my copy to double-check. You can access Build & Buy by pressing the Back button -- it should be the option that looks like a house with a hammer over it.

I was referring to the Back button on your controller, not something on screen.
When you press the Back button on your controller, an menu will appear with 6 labelled icons. From left to right they are:
- Live Mode -- a spinning green plumbob
- Town Map -- City Hall with a compass
- Build & Buy -- a house with a hammer
- Landsculpting -- mountains with a lake and an upward pointing arrow
- Karma Powers -- a large sparkle surrounded by smaller sparkles
- Challenges & Rewards -- a trophy
