I am going with the spirit of the rule not the rule itself. My founder married Arlene who was in the Crumblebottom house. When I did the math she was only going to bring in a little over 2k into the marriage. If you go to edit town you can see the household and what they are worth then divide by the number of people. Based on this your sim can actually marry a technically not rich sim and do better than some "rich" sims since it is based on the house more than the bank account.
My take on the rule is not to gain an unfair advantage or upset the humble beginnings of the legacy since I didn't do that I am comfortable with my decision. Her contribution was only a 20 percent gain in the account for him.
