Well, everyone alters the Legacy to suit their own tastes. If that's the standard for her Legacy and she makes it her own "rule", then I guess she can do that, even if it's against the original rules.
The beauty of the Legacy Challenge is that you can spin it however you want it. Pinstar intended it to be fun, so if something about it isn't fun for you, then by all means change it to suit your own playing tastes. Of course, people who like to stack up points and go by-the-book are completely free to do that, too.
My opinion is if it makes the game more fun for her to play, then go for it. It's your game, even if it is Pinstar's Legacy Challenge. ;)
