The Sims 3 Complete Collection Challenge
This challenge is designed to make use of every feature in the entire game, so you can get the full experience of The Sims 3 before The Sims 4 comes out next year.
There is some base game content mixed in with all the expansion pack generations.
Rules that effect the whole challenge
You can start the challenge with either a single Sim or a couple, but any Sims younger than Young Adult must be born in game.
You are free to create custom Sims to join your household (either through marriage or the move in interaction) and they count towards the challenge like any other Sim. They must be moved in from the game, merging is not allowed.
Unless stated otherwise, all goals are shared between the household. So you can have one Sim complete one goal, and another Sim complete another goal.
Also, unless stated otherwise, Sims can work together on goals, so for example, if the goal was "make 30 friends" and you had three Sims, you could have them each make ten friends (or one make ten, one make nine and one make eleven). This obviously doesn't apply to lifetime wishes or skill challenges :P
You may complete any lifetime wish or skill challenge even when it's not part of the goals for the current generation, but when the goal does come up, any time you've completed it previously won't count and you'll have to do it again.
You may travel to any location even when it's not part of the goals for the current generation, but when the goal does come up, it won't count and you'll have to do it again. I don't recommend traveling to the future as it could ruin the story immersion when the Into The Future segment comes up.
You can attend university during any generation, but remember, university goals don't count until the university generations come up.
You may move worlds any time you want using the "Move To A Next Town" feature.
Remember - the point is that you enjoy the challenge. If you think one of the rules or goals is negatively effecting your enjoyment, you can ignore it or tweak it to your liking. If you don't like the order the generations are in and think they'll negatively effect your enjoyment of the challenge, you can switch them around. (However, Into the Future contains all the "final" goals so it wouldn't work well swapped)

Complete the following lifetime wishes:

Collectively (counting all Sims in the household for the current generation put together) make friends with 10 Sims in the base world (or 20 if you're up for an additional challenge).

Optional Rules
Technological Development:
At the start of the challenge, all future tech objects (objects from Into The Future as well as objects from other expansion packs that use technology that hasn't been invented yet). For each generation, when the first-born Sim ages up to the Child stage, you may choose one piece of future technology to unlock. Once you get to the Into The Future generation, all future tech objects will be available (assuming they haven't already been unlocked - I haven't counted the exact number of future tech objects in the game).
The future tech objects available via lifetime wishes don't count to this rule (unless you want them to).
The clothes pedestal doesn't count, unless you want it to.
Increasing Difficulty
Using NRaas StoryProgression, increment the value of "Money: Property Tax Rate" by 2 for each generation. You may choose whether or not to do this for the first generation.
