After school activity- child sim not leveling up

My child sim has been attending her after school activity for a very long time and she's still at level 0. 

I've tried many things to no avail.

I reseted her.

I had her quit and re sign up.

I had her sign up for a different activity.

I deleted the school and placed a different one.

I adjusted her lifespan.

I evicted the family and moved them back in.

Help!!
