Al fresco street market not working or showing up in game

I baught al fresco street market for the sims 3 and downloaded and installed it but it does not show up in the game anywhere and the seeds for it dont even work from buydebug how can i get this venue to show in the list of buildings under edit town? i can not find my downloaded and installed content in game

please help what can i do? I've already uninstaled it and deleted it then redid the prosses and still does not work or show up
