Application error 0xc0000135

Big problem.  I just bought the Sims 3 Starter Pack  for PC and i installed through Origin but whenever I try to play i get   'Application was unable to start correctly (0xc0000135). Click ok to close the application.'

Saw through google that the error was related to .NET framework, but when i went to go download it, I got another error saying i already had it. 

I am still getting this error and don't know what to do.
