Best used desktop to run Sims 3?
I'm searching for a good, inexpensive used desktop PC for my Sims 3 game. I bought my current PC in 2014, and it runs Sims 3, but with heavy limitations. I can play with only two expansion packs at once; installing a third makes the game lag and freeze so much that I can't play. I also installed a recently purchased stuff pack, which seems to cause the game to freeze up briefly every so often at regular intervals, but doesn't make it unplayable. As I write this, I'm playing the game with Seasons, Generations and 70s-80s-90s Stuff.
What I want to do is get a good, used desktop PC solely for playing the game, so that I can install all the EPs and stuff packs I currently have (plus any future EPs and SPs I may get). I'm on the world's smallest budget, but if necessary I can finesse something. I'm about as computer-illiterate as they come, so I'd appreciate knowing the specs in as plain English as possible. I've seen a lot of recommendations, but nothing that quite fits what I'm looking for, so I hope I'm not being redundant with this question. Do I need to look for minimum requirements as regards a graphics card, an SSD and so forth? What websites are recommended for me to find the best options for my situation?
Also, does it matter what version of Windows I have? My current PC uses Windows 8.1; I have a Simmer friend whose computer is older than mine but has Windows 10, and she says she can play all her expansions at once with no problems. So that's made me wonder whether the Windows version is an issue.

@MAWriterGirl Your computer has the processor, graphics card, RAM, and storage that its product page advertised, at least. However, you've plugged your monitor into the motherboard, not the graphics card. Please fix that; you're not getting any benefit from the card and are running everything through the integrated chip. I like to borrow this diagram from someone else:
The graphics card should have HDMI and DVI ports, and it looks like you're currently using HD15 for the monitor, so you may need an adapter, but those are cheap.
Please also update the Nvidia graphics driver. You can get the newest one here:

Run the installer as an admin: right-click on the download and select "Run as administrator." Choose the Custom (not Express) option and check the box to perform a clean install. Restart your computer after installing and before trying to play.
For the clacking sound, make sure there isn't a fan cable or something else catching the fan. You can just open the case and have a look, maybe spin the fan slowly and see what happens.
