I have edited/redone the graveyards in Riverview and Sunset Valley multiple times, Pretty sure I've edited Bridgeport and Twinbrook too, and I know I have the one in France. I've never seen it do what you are describing.
But I do usually use the Manage the Dead interaction with the Catacombs to get the tombstones in my inventory. I don't know if that would make a difference though. I did add tombstones like that to the LL games I've had and later edited them (the tomb stones never place right from your inventory) and they stayed there. But both LL games I had got so bad I had to stop playing in them so I don't know if it would have been an issue long-term. The lag/glitch issues were my own fault, placing too many lots in the World Editor, editing townies in Cas and changing multiple things, and so forth (before I learned everything not to do).
In my current Legacy game in Riverview The graveyard is pretty full (there were a lot of accidents when I first started the game ) and I have placed so many tombs with Manage the Dead and edited the lot later, multiple times and they have all stayed there. I'm going to have to get rid of some of them soon, there are like a dozen ghosts out every night.
Hmm, I was going to say I wouldn't be able to place an urn from the household because I can't switch active families, but as soon as I thought it I remembered that before I moved my Legacy family in (and culled the town a bit) that i played the Jones and placed all the Remington ghosts' urns from her inventory into the graveyard. So I could bull-doze the house. So she did place them and i did later go in and edit the graveyard and they have stayed there for at least a generation in game time so far.
I'll have to try to go into LL tomorrow and try to place some graves and edit and see what happens.
