Yeah, before I learned that the World Editor was messed up, I added a bunch of lots to SV2, then made houses and and set up the town just like I wanted it. I think it took long enough for my sim's child to become a teenager (on epic span) before my game just became unplayable. I am still sad about how much work I did and lost.
I have two SV2 saves (the version with the lot spaces pre-placed). One I am slowly filling up and building houses for so it can move my legacy family there. I botched up Riverview and I can tell it is just a matter of time until it gets too bad to keep playing there.
Anyway, so the second save I've been using to build houses in. Because it is flat, it works great. But there were no 10x10, 10x15, or 20x20 for me to practice making little houses on so I placed 3 or 4 of those small lots with the World Editor and have been pretty much just building in that world. I do have a family in there but i haven't even let them get jobs because i didn't want the game to generate co-workers. So there is only my one family that lives in the town... and the shop keepers (like consignment, nectary, etc). They kept moving into houses I need to work on so I made little houses for them to live in and moved them into them.
So for a couple months I've been in this test world building stuff mostly. Tonight/last night I moved two sims into a new build i'd done to play-test it and I was surprised to find I was getting some little lag hiccups! There is only two families in the town so it should be running smoothly, right? The only thing I can think is the few lots I placed has messed it up, I don't see what else could do it, the town is still 2/3's empty and mostly just has all the commercial lots. So I guess 4 was too many for me, or I picked a bad location.
