Pamlee - well a definte answer is always certain to change the next time EA recodes any programming, but last known neither should give you a problems at this point.
It is still debateable though among users because lots of past experience both have been troublesome at one point. A hint though I once discovered that using fast speed a lot only became a problem if one used Strobe lights in their game - but it was an very old problem that actually surfaced in Sims 2 with Night Life and their strobe lights as well as their Ceiling Crystal ball was creating a weird freeze in some peoples game if the used the fastest speed up during game play. Then of course Sims 3 came out with LN some 4 years later where again some people did experience a freeze - lag brought on by the same two combinations but this go round it was only if they had strobe lights turned on in clubs. I of course never saw this happen in my game as the first thing I have to do in a EA LN club is turn off all strobe lights. I have a condition where strobe light will negatively affect me as I have migraines with Aura's and the strobe can trigger that and bad Vertigo in me - so no strobe lights in my clubs. But my friends tell me this has been correctly for some time now - since Generations anyway - so I have not heard of any further problems with that issue.
With Testingcheats left on all the time - well I won't do it - but that is me - and although it was an actual problem in Sims 2 - it has not been proven to be the same problem in Sims 3. I trust the people who tell me this, seeing I run as vanilla a game as possible, it is not something I would see unless it comes up to be creating problems again. As long as you see no problem then you will be okay - at least until the next game update. So if you develope problems after an update - then try the game with it shut off - clean your caches - restart and see if the problem goes away. You can test those things yourself.
Hope that helps.
