I have tried having TCE always on and always off, I haven't seen any difference in my games so far. Usually I just leave it enabled in MC so it is always on.
RoseRidge: I have not noticed the sunflower dancing thing, but then, I have not paid attention to it either. I will have to have my sims dance with them in game next and see what happens.
I have been having some other issues with my games though, the most puzzling being the roofs on some of my houses suddenly messed up. Roofs that had been aligned and connected up perfectly fine for months suddenly had gaps at joints and flooring extended out from underneath. The excess flooring was easy enough to delete but on the houses messed up I can't make the roofs re-connect properly on them now (even after removing them completely). I know they were fine before Seasons because I checked them specifically (I still remembered the roofing issues I had when weather was put in Sims 2).
This has happened to houses already done and at least one new one. The roof that was most effected by it was one that had different angles/direction roofs as well as different pitches merged together. It was very disappointing for me, as I am unable to use a house I spent a long time building for my legacy family now. But it also happened to a newer house with a pretty simple two-roof house. I am feeling a bit cautious about starting new builds for now until I can figure out what caused the issue, if it can be fixed, and if it will effect other houses if I log into my old games.
