@Teliel Try using this mod, which prevents the auto-placement of community lots in new saves:
You'd need to create an account on the site and sign in to download the mod. The reason I suggest it is that the loading screen is freezing around the time that the game tries to place these lots, so it might be hanging on that process. I realize that doesn't explain why an existing save wouldn't load, but the new save not loading is a bigger surprise here.
If this doesn't help, please try playing with your computer offline. You can sign into the EA App and put it in offline mode, then disable wifi and/or disconnect the ethernet cable before pressing Play. This tests a few potential issues at once.

@puzzlezaddictBtw, I have version 1.69. Do you think updating to 1.70 would help?

@Teliel Try playing in a new admin Windows account. Make it local, as in, don't link it to your Microsoft account or any email address. You'll be able to launch Sims 3 without reinstalling anything, but your saves and other user content won't be available. That's fine for now and can be fixed later.
You can try without the mod first, then with it if you run into the same issue. And please try loading a new save in at least one other EP world (not Sunset Valley or a Store or custom world) while in this new account as well, to confirm that the issue is still limited to Bridgeport.
