Mystyrys, I hate to say it, but I think the Auto Feeder is, indeed, broken.

I did a test after you posted. I had two running. One with the Smart Sensor installed, one without. Neither one of them refilled the bowls after the five (yes, five) dogs ate them clean in one Sim day.
