Bug when getting married, sim won't move in or change last name?

I have a big problem with my game. Everything goes along great with everything UNTIL a sim is getting married. The wedding starts and they exchange rings and right before the kiss is over both of the sims crash or something because they go in a second from kissing to just standing there. Like someone has reset them. Both get the "just married" moodlet and it says they're married in their relationship panel and in their family tree. BUT the sim who doesn't live on the lot neither moved in (or gave me the move in thing where I choose which sim moves in where) or changed their last name. This is really annoying because I have to ask them to move in and then go to city hall with them to fix the name. I have tried moving the sim in before they get married but it still didn't help. The last name still didn't change.

I have tried making a new neighborhood but the same thing happened there.

I have to custom content, no mods and nothing from the store.

It a legit version of the game.
