@volkypr Are you trying to download from the Sims 3 launcher? If a pack is listed in the Expansions & Stuff tab in the launcher, that means it's already installed. All you need to do to get it to load in-game is check it off. The Install button is supposed to be in case you don't see a pack listed that you own.

@volkypr Did you try the workaround in the first link I posted? It's not simply about clearing the cache; that's just one step. The overall process is to try to get Origin to automatically download your pack, which it may or may not want to do the first time around.
- 5 years ago@puzzlezaddict Will that work? I'm not on mac, I turned on auto update now but not much has changed even after turning origin on and off, I have all my other DLC installed (I own all the expansions except island paradise) and this problem is only affecting University.

@volkypr It's worth trying. The last time this problem surfaced was two years ago, and it showed up in macOS before migrating to Windows. This workaround helped most people sooner or later, although it was often not enough to simply enable auto updates and quit and reopen Origin. That's where clearing the cache comes in.
If it doesn't work though, I'll flag the issue and see if there's anything else that can be done. If you'd like to experiment a bit more yourself, you can clear Origin's cache and uninstall "the hard way."

When you reinstall, uncheck ALL the boxes offered on the setup screen, everything from enabling auto updates to sharing hardware info. Then enable auto updates, quit Origin, and reopen it.
