Can't fish for Death Fish, Fairy Damsel, Vampire Fish

My sim is level 10 of fishing skill I have garlic in the inventory (to catch the vampire fish) and it doesn't pop up to use it as bait. Neither do any of the fish I'm supposed to be able to catch whe...

If the garlic is from the store then you need to plant it and grow your own to use it as bait. You'll find that with a lot of the bait bought at the store.
