Can't place objects in buy mode

When I try to buy an object and place it in world, nothing happens. The fist icon will appear like it's holding something, but I waited for ten minutes and the item never appeared.

I'm getting really tired of these glitches.

Tried restarting

Tried clearing cache

Note - apparently I can't build either. I can't makes walls or anything that involves changing my lot. I also can't move objects I've already bought.

Tried turning on the move objects cheat, no change.

Figured out the problem, and now I feel like a huge derp. My sim's lot is very, very narrow, and from the angle I was viewing it, my camera was technically in a neighbor's lot.
I moved in closer and was able to move objects and place new objects.

Since the patch, the game also takes a painfully long time to load. I tried clearing my cache and all of that, but it can take it up to 30 minutes to load a household.
