Where exactly are you trying to install the game? Please list the full path to the folder you're choosing, and if it's not on C, let me know whether the drive is internal or external. For an external drive, list its format as well, which you can find by clicking Windows key-X and selecting Disk Management.
Please also let me know if you can play after uninstalling the game again (with Revo or CCleaner) and installing only the base game. You can deselect your packs on the initial install pop-up, where you choose the language and install location.
Finally, please let me know what antivirus you use.
