edit: when I reintalled I chose to get rid of all of my saved files and cc so it was a complete wipe and clean reinstall.
So no one else has this problem?
Did you manually remove the user folder ? I don't know how well the automatic removal works.
So the only suggestion I have is this:

Does it also happen in new games or just existing ones ?
