Create A World Rabbit Holes?
Alright I looked all over the internet to find this out but I think the awnser's I found are wrong. According to what I found you must use the cityhall's, schools and such found in the existing worl...
You can't just build a city hall and have it work the same way.
There's tricks you can use or the so called rabbithole rugs (thrid party content) where you can build your own but you can't just set a lot to city hall, build on it and then have it work like a rabbithole.
I don't know CAW so I don't know why it even has a city hall lot type and what it does in detail. There's a CAW forum over at thesims3.com. I'm sure they can give you a better answer.
