[CURRENT ISSUE 64-bit] All open water options missing

I recently bought Island Paradise and wanted my sim to try out scuba diving, but whenever I try doing anything in the ocean, all I see is "No interactions available". I can't do anything in the ocean; swimming, fishing, snorkeling, etc. What gives?
