Y’all, I made an account just to comment that I found a workaround for scuba diving! It doesn’t change the greyed out water issue, but so far it’s making Island Paradise a lot more playable:
By using EnableLotLocking cheat to make the scuba dive lots editable, you can create a second buoy and set the required skill level to 0 (for some reason, it seems to work best with 2 buoys on the same lot, rather than just editing the existing one.) Then set the skill level to 0 on both buoys. Doing this on Mermaid Grotto, I was able to swim down and play it as normal!
