@Oumie-x I'm not out of ideas yet, but if you're ready to give up, that's understandable. Let me know if you change your mind, and we can keep troubleshooting on this system.
Sims 3 runs fine in Windows 11. Higher-end hardware means you'll likely need to manually limit your in-game framerates, but that's it. And I can help with the process if you want. I can also help with finding that new computer, anything from offering a second opinion on whatever you've picked out to finding good options in your price range. Feel free to ask if you're interested, whenever you're ready.
I'm not really ready to give up. However, I'm really not good with computers. I'm not sure if I really installed DirectX 9 correctly. Maybe I made a mistake somewhere.
But if you really want to help me we can continue I'm willing to try all your ideas. That's really nice.

@Oumie-x There's nothing wrong with trying to install DirectX 9 again; it won't do any harm. So please do it exactly as described in the post I linked. The reason I keep going back to this is that in Windows 10 and 11 at least, this is a very specific error with a specific cause and fix, installing DX9.
If you still can't play, please look for new (post-DX9-installation) error in the Reliability Monitor, and post the same info you did last time.

@Oumie-x Try uninstalling and reinstalling .NET Framework 3.5, which Sims 3 also uses. Click Start, open Control Panel > Programs, select "Turn Windows features on or off," and click the filled-in box next to .NET 3.5 to uninstall it. Restart your computer, and repeat the process, clicking the now-empty box to reinstall, and restart. If the box is already empty, check it and restart.
If that doesn't help, would you be willing to install Windows 10? If the answer is no, that's fine, but I'm wondering whether this issue is contained to Windows 7. There are intermediate steps you can try as well; this is more a question of whether and when you'd want to make the leap.
Either way, please also post a new dxdiag. Your previous one was missing some info that I'm now curious about.
