Not neccessarilly from the exchange, I have a feeling that dress is actually a default of in game content but the mesh is altered as the bodice looks familiar. Probably the reason why it's showing up in your game and not his is because it's an altered store item he doesn't have yet or something like that. Which sims reads to see if he has purchased it and if he hasn't doesn't download it to his game.
The reason why they don't strip that cc is because the file has the default sim file name. Meaning simport and the exchange both register the files by name and this is how cc content that alters default files are able to bypass simport and the exchange. So you very well may be able to get rid of it if you can find the default it's associated with. I don't even know if this is easily understood by people at all, as im not good at explaining it.
Cryon is better at this than me honestly. I think the cc if installed is normally going to install as an exchange item if simport also operates like the exchange and so that is why it showed up in your game in that manner.
