TwinsMah Have you restarted your computer? Sometimes this data is cached and won't be flushed until a real restart. If that doesn't or didn't help, and the game is currently uninstalled, you can use Piriform's CCleaner, and the free version works fine, to clean the registry, specifically removing any Sims 3-related entries. Be sure to search for Sims , not necessarily Sims 3 , as I know of at least two folders listed that way.
If the game is currently installed, you can use Revo Uninstaller (the free version) to remove the game and associated hidden files.
If one or both of these don't help, please post a screenshot of what you see in the Control Panel, for reference. Please also search the registry for Sims and let me know what you find. You can do this manually: click Windows key-R, enter regedit in the run box, and run the search. I wouldn't suggest deleting anything unless you're sure you know what it is; feel free to ask about whatever you find.
