EDIT: Never mind! I just got the error again! I'm going to keep fiddling. I don't know how I got lucky ten times in a row.
I finally got it working for me! I've tried so many things with no results but now I have been able to consistently save 10+ times in a row. Hopefully this continues to work and perhaps works for you too!
I had to move the location of where my documents folder stores its files. I've attached screenshots if that's easier to look at.
1) Right click on the Documents folder and choose "Properties"
2) Click on the "Location" tab
3) Click "Move" and when the window pops up make a new folder somewhere else that you'd like to store your Document files. I chose the root directory of a different drive. I wouldn't recommend choosing anything in Program Files or something like that.
This will move/store ALL of the files in your documents folder in this new location until you change it to something else. I don't know if this will interfere with other games or anything, but I don't think it will since it's changing the overall default location.
I am using the EA App and I couldn't find a way to specifically store the Sims 3 saves somewhere else but perhaps there is a way on Origin or Steam. There might also be a way to direct the game to look in a different direction for its saves but I'm unsure how to do that.

I am fortunate that i haven't had the error 16 pop up since last week but i have TS3 on steam and have put both my launcher and the TS3W application in the exception for windows security as well as the electronics art folder. Ever since putting it into compatability mode windows 8 i haven't had the problem, but at least i can open my game now as before i was getting both the error 16 message ALL the time plus the dreaded "a serious error has occurred..." but now i do not. I only had nraas mods and very few cc in my game and its fine. I am reluctant at the moment to try putting in my store content lol.
I reallllly hope this issue gets fixed by either EA or at some point by Microsoft idk but i really doubt this though.

@PalindromeAnna The other way to move the location of the Sims 3 user folder is through a symbolic link. You'd want to first move Documents back to its default location, then create the symlink just for the Sims 3 folder (or the Electronic Arts folder if you prefer) pointing to wherever you choose. This guide was written for Sims 4, but the principle is the same:
I'm not saying I know this will help with the Error 16s, only that you have another option if you'd like the Documents directory to be in its default location.
