Flat ground ?

How the hell do i flat the ground?
Not when im inside a house but the exterior (for example a mountain) because sims3 space (world) is pretty small so i have to get new houses but my sims cant enter because is too damn high.
How can i do it?

    which world are you in and what lot ? so i can launch and see where you are and what can be done if anythig
