A sims3.backup file generally relates to a back up of a game save. If that is what it was then there will be no need to reinstall your games.
Do you know the original location of the file before it ended up in your bin?
Yes,it was on my documents/electronic arts/sims3/saves
There you go then, all you've deleted is a back up of one of your game saves. Nothing too drastic!
