Game crash
I have the base Sims 3 without mods, and it crashes during character creation, and in recent attempts, even when loading a new game. (I understand it's regardless of what I do). I tried reinstalling ...

The error you've posted points to a component of the VC++ 2005 x86 runtime, which Sims 3 uses. If it were not present at all, you wouldn't be able to play, but it could still be corrupt; or the problem could be something interacting with this runtime. So the place to start is by uninstalling and reinstalling it.
Open Windows Settings > Apps, scroll down to the Microsoft Visual C++ Redistributables, click the 2005 version (it won't say x86, but it's the right one as long as it doesn't say x64), and uninstall. You can get a fresh copy here:

You only need the x86 version, not the others. Restart your computer after installing the runtime and before trying to play.
If that doesn't help, please remove or rename the Sims 3 folder in Documents > Electronic Arts and try again to play. This will remove, but not delete, your saves and other existing user data, the idea being to see how the game behaves with none of that data.
That didn't help. I reinstalled Microsoft VC++ 2005 and deleted the EA folder. I launched the game and the graphics were set to minimum. I created characters and everything was fine. But then I set the resolution to my 1920x1080, the graphics to maximum, and after 5 minutes of playing, the game crashed again.
