@Minilini24 This is typically an EA App issue, but it's not always obvious why this happens. (And yes, there should be Sims 3 data in that License folder, but it's not clear whether this is the cause or a symptom of the problem.) To be thorough, please uninstall the EA App with Revo Uninstaller, the free version is fine, and use the Intensive scanning method when asked.
Restart your computer, and create a new admin Windows account. If you're asked, and I'm not sure you would be on Windows 7, don't link it to your Microsoft account or any email address. Sign into this account, download a fresh copy of the App installer, run it, repair Sims 3 again, and see whether you can play.
If this doesn't help, do you have access to another computer where you could test-install Sims 3? It would be useful to see whether the problem is confined to this system or might be related to your account.
