you have vsync on? and what is it reading? It should stay stable at between like 58-62 but 60 when your idle
Have you used the cheat to check if your vcync is working properly?

I use it a ton to check what FPS i'm getting. It drops like crazy all the time, when rotating the camera it can drop to 38-47 and when i load a lot it drops into the low 20s. In the Uni town im lucky if i can get above 50 and lowering the setting to zip does nothing.
