I'm almost having the same problem! Except your "way off" is my "used to".. I updated my computer last night and before that, there were no problems with scaling, resolution or graphigs in the sims 3. After the update, my game sort of "minimalized" and the scale went really small.. I've seen that some people have the game in this resolution (when the control bar is not that stretched, like you wished for), but it just doesn't work on my laptop. What resolution are you having? I really want my game to look like that in your pictures again :D I feel like that the problem for me is that I try to change the resolution in the game but it just won't change it (?)
