I would NOT delete townies.
It's VERY BAD for your game:
Please read the post by Amjoye I've mentioned somewhere in this thread. It explains why, supported by a player who has been playtesting for EA: they told the testplayers not to delete townies that are put in the game by EA.

How far are you into your game?
Rynmar only deleted the Collins and ran into trouble in week 6.
If that also happens in your game we could confirm something is going to happen to the Collins in that week and that indeed the game is giving commands to these pre-made sims. So if you'd let me know I would really appreciate that.
