I had the same problem and was advised to redeem it through the EA App and not through The Sims 3 website and everything worked out fine when I did that.

I think its annoying that the Sims 3 Website has issues while EA's app is mostly fine. I feel like the original website for the Sims 3 ought to be fixed up a notch if they can.
Funny enough... I was actually able to register Sims 3 Ambitions on the Sims 3 Website.
