It is a very tedious task that requires a thorough tutorial.

There are several advanced lot creators in the community. You may find many of their threads here.

My best advice is to simply build a small shed containing a staircase in the backyard of the lot to the basement below

I've attached some pics here for you, explaining how to do it. I hope it's clear and makes sense - the pics are pretty self explanatory. I've taken a premade house from Dragon Valley and created a basement.
