No, the CC on the exchange are sims3 pack files and not able to be merged. You would have to convert them into .package files to put them in your mods folder in my documents. If they are sims3pack, they only work through the launcher. This tutorial is for merging .package files.
Depending on what the content from the exchange is though, you CAN convert it to package files and install it as merged package files.
Delphy's Sims 3 Pack Multi-extractor can be used to extract the package files from the sims3packs. Then instead of installing them through the launcher you can add them to your packages that are merged and put into the Mods\Packages directory.
This is how I install all content from Sims3Packs, including stuff from the exchange, other than lots, sims and worlds. I find it is easier to manage content when I know what is where rather than letting the launcher run amok.
