@gianasaurus In the EA App, open your game library, click Sims 3, then Manage > Manage add-ons, and find Pets on the list. If you see a Download button, click it. If you see "in-game content," the only reliable fix is to uninstall and reinstall the entire game.

I uninstalled it but Pets is still showing up as in-game content.

@gianasaurus When you reinstalled Sims 3, did you see Pets listed as one of the available DLCs? You should have seen a list of owned packs with the option to select or deselect each one while installing the base game. If you didn't see that, or you're not sure, uninstall again, then when reinstalling, take a screenshot of that initial pop-up that asks which DLCs you want to install, and post it here.
