You could try using Add/Remove programs in control panel to delete it, then reinstall it from CD to see if that works. Chances are portions of your game probably go corrupted as windows is designed to Compress files that don't get used for a while to help preserve system space. you can try decompressing that game folder if it has been compressed to see if it will work again. If not then deleting the Sims 3 folder might be your only options to reinstall the game.
