hastebin - cojanapaho (skyra.pw) thats were the dxdiag is it wouldnt let me put on here so i had to do it tht way. i play on the world twinbrooks on sims 3

@katelynwstxoxo Your dxdiag shows a number of crashes of the Asus Refreshrate Service, so the first step is to uninstall that and test. Doing so through the Windows Control Panel should be sufficient. If you want to reinstall it later, you can find a download link on the downloads page for your laptop, under Software and Utility:

Restart your computer and test. If you still get lag, please restart again, then go through the Task Manager's background services list shutting down any other Asus software currently running. Try to play with nothing running other than Sims 3 and the EA App.
If you still get lag, please move the entire Sims 3 folder out of Documents > Electronic Arts and onto your desktop. If you get an error when trying to move the folder, or it copies rather than moving, stop here and let me know.
Otherwise, start a new save in Sunset Valley and see how it runs. Your current save and other content will be intact in the folder you've moved but temporarily read by the game, which is the point of this test: we want to see how the game runs with no added content. The other data can be restored later.
By the way, please always play with the computer plugged in and charging, never on battery. And if you still get lag, please make sure the game is using your Nvidia card. Go into Documents > Electronic Arts > The Sims 3, open DeviceConfig.log, scroll down about 30 lines, and let me know which card is listed under Graphics device info.

@katelynwstxoxo Are you trying to move the Sims 3 program files, or the user folder in Documents? Don't touch the program files; this is only about the user folder.
If you're not seeing Refresh Rate Service in the Windows control panel or in Settings > Apps, try uninstalling all of ArmouryCrate using Asus's official tool:
