I tried everything

@katelynwstxoxo  Your dxdiag shows a few generic Windows errors, so it's a good idea to clean those up before proceeding.  Please run a couple of basic checks of your Windows system files:

• Hit Windows key-X
• Choose either “PowerShell (Administrator)” or “Windows Terminal (Administrator),” whichever option is offered
• Inside the window that appears, copy and paste “DISM.exe /Online /Cleanup-image /Restorehealth” without quotes, and enter
• The system will start validating soon. If it throws an error, please list it here
• After it reaches 100%, hit Windows key-X again
• Again, choose “PowerShell (Administrator)” or “Windows Terminal (Administrator)”
• Inside the window, copy and paste “sfc /scannow” without quotes, and enter
• Post the message you receive here

Restart your computer, hit Windows key-i, select Update & Security, and click the box to check for updates.  If any install, restart again afterwards.

To set a baseline for performance, please test a new save in a clean user folder.  Move the entire Sims 3 folder out of Documents > Electronic Arts and onto your desktop.  If you get an error when trying to move the folder, or it copies instead of moving, please stop here and let me know.

Otherwise, the game will create a clean folder with no content when you open the launcher.  Don't add anything to this folder yet; just start a new save in Sunset Valley and let me know how it runs.  Please also confirm that your in-game framerates are locked to 120 (the refresh rate of your laptop's screen), or whatever limit you've set.  You can see the values with the cheat fps on , and the fps counter will appear in the upper-right corner of the screen; fps off will make the counter go away.

Okay, so I did everything you said. In the PowerShell it says "Windows Resource Protection did not find any integrity violations." I also tried moving my sims 3 folder onto my desktop but it just copies it I need help with that.

@katelynwstxoxo  Try renaming the folder instead of moving it, and let me know if you can't rename it or it duplicates.  Neither should happen; I'm just saying please double-check.

it let me rename it but i don't think it duplicated 

@katelynwstxoxo  If it had duplicated, you'd still see a "The Sims 3" folder inside Electronic Arts.  As long as that's not the case, you're fine, and you can go ahead and test a new save in Sunset Valley, as I described earlier.  Please do also let me know about the in-game framerates.

I started the new save in sunset valley the lag Aint that bad but its still there its laggy a bit in live mode but its smooth with it paused and my screen is doing this weird like lines when  moving around i checked the fps it has 120 fps but it sometimes drops to like 107 or 70 then goes back to 120

@katelynwstxoxo  Try enabling triple buffering in the Nvidia Control Panel.

If that doesn't help, try using D3DOverrider, a tool built on RivaTuner Statistics Server to force vertical sync for older games like this.  It might work better than the Nvidia Control Panel method.

I did have tripple buffering on still don't work i just downloaded the thing off the link you gave me doo i put it in the sims 3 bin folder ? i opened the file on notepad its just writing 

@katelynwstxoxo  Did you download the program itself or just the changelog?  The latter is basically the patch notes, as opposed to the program.
